No chance with Garm, but after a few tries I got Tlvl 123 Elban quickly enough to skip Garm. But even then I run out of time before I get him down. Best I can do is have him spawn in a corner with a rock for cover and hope for the blue/orange rings to overlap for both powerups at once. It'll stack a bleed on you that will eventually kill you.
